Really tough to say without seeing the tire itself, but it could be an issue of the tread to casing. Depending how old the tire is, I’d consider contacting Maxxis for an exchange. And I’d not ride the tire any longer.
I had a Conti GP 4000 that did that once. Brand new tire. Didn’t look like anything was wrong with the bead, but it wobbled. I took it off the rim, and if I flattened the tire out on a table and measured bead to bead, there was a spot on the tire where it was a few millimeters wider. I returned the tire.
Had to troubleshoot a wobbly gravel tire last week (Conti Terra Speed 40mm) when remounting to a different wheelset. Don’t know about your tires, but it looks like the Terra Speeds could be susceptible to this issue.
These are the things that I tried-even though it looked evenly seated at first, each step seemed to reduce the wobble, but didn’t eliminate it altogether:
Unseated both beads and re-seated using soapy water and air compressor
Cleaned some strands of dried sealant from the rim channel and bead
Tacked down the end of the rim tape which had popped up, checked tape all around to make sure it wasn’t riding up into the side channel
Trued the wheel (and confirmed that the tire was still out of true)
Still wobbly. Assume there was a stretched/weak spot in the bead. Gave up and ordered a pair of Terra Competitions
For what it’s worth, in the mtb world Maxxis tyres are notorious for the wobble (Google “Maxxis wobble” ). More of an annoyance than an issue per se on a 2.4” tyre at 23psi, but I’d suspect more noticeable on your Ravager.
Your options are basically going to be live with it (maybe chuck it on the rear so you don’t notice it so much), try to get it replaced if you bought it recently and can return it, or buy some Schwalbe G-One RX
Your mention of the tyre being fine until you switched wheels suggests to me something stretched through force. Was the tyre really tight to fit onto the wheel? Did you have to use a tyre lever? Unfortunately, it’s possible to stretch the bead (or casing), which can result in a wobble.
I switched the tire to my other wheelset last year the evening before travelling to a bikepacking race (very smart thing to do, I know). I do remember that it was quite difficult to mount them and inflate them on these wheels (which was stressy the evening before leaving).
I only noticed it when I started riding the bike there. I rode the whole race with the wobble in the tire.
When I got home, I changed back to my regular set of tires.
Now I wanted to install the Maxxis back on the original wheelset, but the problem didn’t go away.
It’s a safe bet there’s an issue with the tire itself. One option (if you have the $), if to buy another one to install. If’s the new one is fine, well, there’s your answer.
Had this issue twice with Panaracer-made Grand Bois Hetre Extra Leger tyres back in the day. Costly, I assumed I was the problem until it happened again. Was hard to obtain recourse - overseas mail order etc. on close inspection could see where the ends of the outer tread overlapped by a couple of inches during manufacture.
If I leave a bike in my SteadyRack and the tires go flat it can cause similar issue. I’ve had gravel and MTB tires get stretched/deform and cause a pretty significant wobble when I reinflate them. Happened with 40mm Conti Terra Speeds, and 2.2 Race Kings. Both became unrideable they were so bad..
