White fluffy residue

Pretty sure this is galvanic corrosion, but want to test the collective wisdom. Also not sure what to do about it. Every time I wash my Ibis Hakka I get a ring of white fluffy residue that forms around the bottom bracket as it dries. Frame is carbon fiber with a bonded in aluminum threaded BB insert.

Any solutions?

It probably is corrosion. I had a Hakka MX a couple years ago and the bonded aluminum insert began to separate from the carbon. Ibis replaced the frame under warranty for the issue and this looks similar.
