Replacing bearings on Giant PR2

I bought a used 2021 Giant Defy this spring. I ended up replacing the wheels. I’d like to use the Giant PR2 wheels as some (very) light gravel wheels, for some playing around. The rear bearings were shot, so I decided to replace them, and figured I’d replace the front bearings while I was at it. Rear bearing replacment was unduly complicated, but I got it done. They spin smoothly now. But I cannot get the front hub bearings to seat. I mean . . . not at all. I tried 2 different new bearings, and then tried to reinstall the old bearings. In every case, there is no movement at all even with tremendous pressure (and two different bearing presses). When I remove the press, the bearings just fall out. Yes, I greased the cup and a thin coat on the outside of the bearing(?). I’ve replaced headset, BB, and wheel press fit bearings without an issue before.

I am using 15267 bearings and 15267 bearing press insert.

I can mot recall the setup of these hubs but 100% sure I’ve replaced bearings in them without the issues you are describing.

Is the axle held between the two bearings and are you trying to press both bearings in at the same time?

Id suggest pressing one side in first without the axle in place. If you cannot press the bearings in, especially the ones you took out, there is something wrong.

Some photos might be useful to help with the diagnosis.

Get some calipers and measure the bore diameter, compare it to the bearing.

I had some luck in the past putting bearings into the freezer overnight and heating up the hub shell when things are super tight. Not ideal but sometimes you gotta do what you gotta do.
