My wife has a canyon integrated handlebar. Her out front mount pulled out one of the screws. There was A LOT OF LEVERAGE ON IT. I want to put the screw insert back in the handlebar, so she can have a more reasonable out front mount. This is not a structural repair to the bar. I just want to know if the epoxy will react with the carbon.

To specifically answer your question, JB Weld will not negatively react to carbon. Many many moons ago, Alpha Q forks (eventually acquired by True Temper) used an aluminum insert that was bonded into the steerer tube. They supplied JB Weld for it.
… Several years later, they moved to an extra fast setting epoxy, and through association with Cervelo, 3T used the same design philosophy.
